Kasana-Luweero Diocese HIV Focal office works within the national policy framework and in partnership with other development partners. Explicitly focuses on the betterment of PLHIV lives and reducing the susceptibility of OVC and their households. In the next five years the focal office will continue contributing to government policy interventions through better quality service delivery to PLHIV & OVC. Programme interventions under this strategic plan will strive to influence policy formulation processes, gaps in policy implementation so as to enhance citizen’s realization of policy outcomes (contribution) & impact (attribution).
The key policies and legal frameworks that relate to our work include the Constitution of Uganda 1994, Trustees Act-Laws of Uganda a revised edition 2000, National health policy 1999, National HIV & AIDS policy, National OVC Policy 2004, Children’s Act 2000 and National Child Labour policy 2006. Other national plans include Health Sector strategic plan (2010/11 – 2014/15, Social Sector Strategic Investment Plan (SDIP-2), National Development Plan (NDP) and the National Strategic Programme Plan of Intervention for Orphans and other Vulnerable Children 2011/12 – 2015/16. The Focal office will work with government at both local government level and central government level. For successful implementation of this plan the focal office will also work with other stakeholders to include, NGOs, CBOs, Health units and private companies as presented in the stakeholder’s analysis.
